    For college YOU determine if you get in by your grades, essay, SAT/ACT, and extracurrics. They just look at who can fit well into their school and decide on whether to accept or not, based on YOUR records and YOUR effort.

    The admissions people are completely different, so are the admission requirements. Colleges don’t hold lotteries, the decision is based on merit - what you have accomplished.

    Every college has its own admission criteria.

    Every college has its own staff hiring criteria.

    Every college will have a mix of admissions staff, some of whom are fantastic, and others who are average, and some that just plain stink.

    I don’t think that you should rest your plans for getting into college on whether or not the admissions staff are the same (If you really mean that - do you think that there is one set of admissions employees somewhere who make decisions for every high school and college out there?).

    You need to look at individual colleges that interest you and tailor your application to what that college is looking for in an applicant. What that is varies from one college to the next.

    I wasn’t aware that US high schools could turn people away… unless they’re private school.

    Either way, they wouldn’t be the same people. Colleges all have their own criteria for selection. Every college has a different admissions board.

    High school admissions and college admissions are run very differently.

    Most high schools are public, and have to accept every student who lives in their area, unless the student has special needs they can’t meet or is a danger to other students.

    Private high schools can be more selective about who they accept. They look at grades, and the student’s application, and try to get an idea of the student as a person. If there are more students applying than the school has room to accept, the school may have to refuse students they would otherwise accept.

    Universities look at a lot of factors - grades, test scores, extracurricular activities, student essays, and sometimes even personal interviews. They try to look at the student as a whole, and look for well-rounded students with potential to contribute to the school as both a student and an alumni. They want students with a range of talents, so even if one student has a higher GPA, another student may have a more impressive activity list, or have earned their lower grade at a more competitive and rigorous high school.
    Usually far more people apply to a college than the college has room to accept, so no matter how qualified or desirable you are, there are a lot of other students who are too, so it is really a matter of “luck” at that point.
